Human Resource Policies — Movement for Development and Prosperity (MDP)
These Human Resource Policies provide the framework for fair, transparent and professional management of people working with MDP. They guide recruitment, performance, conduct, welfare and separation processes to align with the party’s mission and values.
1. Purpose
To ensure that MDP recruits, develops and manages its human resources fairly and effectively, fostering a culture of integrity, professionalism and inclusivity.
2. Scope
Applies to all MDP permanent staff, contract staff, volunteers, interns, consultants and elected office holders acting under the party’s mandate.
3. Core Values

4. Recruitment & Selection
- Vacancies are advertised publicly and filled on merit.
- Selection panels will include a minimum of three members where feasible.
- No discrimination on grounds of gender, ethnicity, religion, disability or political affiliation.
- All new hires receive a written contract specifying duties, duration and remuneration.

6. Training & Development
MDP supports continuous professional development. Training priorities include leadership, governance, programme management and community engagement. Training opportunities will be equitably advertised to eligible staff and volunteers.
7. Performance Appraisal
Annual appraisals evaluate performance, integrity, teamwork and alignment with MDP values. Appraisals inform development plans and, where applicable, promotion or disciplinary measures.
8. Code of Conduct
- Maintain confidentiality of sensitive information.
- Avoid conflicts of interest; disclose any potential conflicts.
- Abstain from harassment or discriminatory behaviour.
- Use party resources responsibly and only for authorised purposes.
9. Disciplinary & Grievance Procedures
Allegations of misconduct will be investigated fairly. Disciplinary outcomes range from admonition to dismissal depending on severity. Staff have the right to appeal to the MDP Grievance Committee in writing.
10. Health, Safety & Welfare
MDP will promote safe working conditions, provide necessary fieldwork briefings and encourage staff welfare initiatives. Reasonable support will be provided for health and safety incidents occurring during official duties.
11. Separation & Exit
Resignations should be submitted in writing. Exit interviews will be conducted to capture feedback and ensure orderly handover of duties and return of MDP property.
12. Policy Review
This policy will be reviewed every three years or earlier if required by legislative changes or organisational needs.
